THE STORY After a six-year negotiation, the International Committee of the Red-Cross is finally authorized to visit the Uruguayan prison of "Libertad" and a three-member delegation is sent from Geneva to freely meet with inmates individually. For two months, the Red Cross delegates interviews prisoners individually in specially prepared cells. They learn the truth about the living conditions in the so-called model prison of "Libertad": Inmates deteriorate physically and psychologically and are subject to frequent hallucinations. All of them, without exception, were tortured prior to their arrival. The situation becomes unbearable when the delegates learn that prison authorities secretly record all their conversations. One of the delegates, a medical doctor, wants to denounce the regime and leave. After the delegation's departure, the prisoners are victims of selective reprisals and a number of them disappear. "The Eyes of Birds" is a fiction narrative based on true events and the result of a lengthy investigation.
